Freelancer or marketing agency: which should you choose in 2026?

It's one of the questions I get most often, and in 2026 the answer isn't the one it was three years ago. AI has changed what execution costs, marketing budgets have stayed flat, and the big agencies are going through their biggest reorganization in years. In this article I'll show you how I see the difference between the two, when each one makes sense and where I think the market is heading, so you can choose based on your business, not on the label of the provider. What changed in 2026 A few things have shifted the balance between freelancers and agencies: Execution got cheaper. Copy, ad variations, reports, basic analysis: work that used to need a full team now gets done much faster with AI. According to Gartner, CMOs put an average of 15.3% of their 2026 marketing budget into AI initiatives, but only 30% say they're ready to scale them. Budgets aren't growing. Gartner also finds marketing budgets at 7.8% of revenue in 2026, almost the same as last year, and 56% of CMOs say they don't have enough money for this year's strategy. Every euro that goes to an outside partner gets weighed more carefully. Big agencies are merging. After Omnicom took over IPG, networks with decades of history such as DDB, FCB and MullenLowe were folded into other agencies, and more than 4,000 roles were cut. The classic model, with several layers between the client and the person actually doing the work, is under pressure. Freelancers have levelled up. A 2025 Upwork study found that 54% of freelancers have advanced AI skills, compared with 38% of full-time employees. A good specialist who knows how to work with AI now delivers as much as a small team. In Romania, the tax rules changed too. From 2026, the revenue cap for micro-enterprises dropped to €100,000 and the health-contribution (CASS) cap for sole traders (PFA) rose to 72 minimum wages.
